After hearing rumors about this, Arashi, girl. I've been thinking about coming onto a visit.
I haven't met any of my cousins lately and if this Arashi person would be one of my cousins, i would really try to meet her.

The second option for it to be, is my Twin Sister, Nightshade Arashi. My sister has been a rouge ninja for quite a while and I began to miss her being around and tease me from the outside of Kumogakure. If this Arashi person was to be my sister, and she had gone to the good side of the Shinobi world, being a shinobi instead of a rouge, I will go to her and talk with her. Having hopes of her learning the skills of the Arashi clan.

The letter is received by ANBU operative Raven upon passing over the village gates by messenger hawk, the letter is scanned and with an annoyed sigh due to the villages state a response letter is written upon the back of the original with a spare ink brush.

Currently Konohagakure no Sato is not accepting visitors, if this changes in the future a letter will be sent to the Raikage with paperwork allowing you entry into the village.

Raven slides the letter back into the birds scroll holster and sends it back to the sender, Raven then goes back to his post patrolling the village.

[Long story short, Konoha is on lock down right now due to events so all visitation is not allowed for the moment.]

[You do realize that Suna and Kiri were just dealt with, and Viper just now unified the world and is currently in the same topic where he is getting everything stable, so why would you expect a letter back when your but a simple random Genin?
Your character is seriously getting mad that he did not get a letter back from the ruler of the world for visitation rights when he is currently dealing with the entire state of the world?
Long story short, your letter is simply put in the stack of paperwork while Viper is away from his office.]
