A letter for the Hokage

A letter was sent to The hokage, Viper, in Konoha:

Dearest Hokage Senpai.

I would have a request of having permission to take into the territory of Konohagakure no sato.
I, a Kumogakure Shinobi, would like to visit the home village of his family, the Uchiha clan, reunion with it, if he can find them.

I ask permission so i can meet my family.
I would be pleased to have permission to cross the borders.

[All the old Uchiha you could of been related to were killed when Jay destroyed Konoha the last time, the only ones that remain are the few that are registered and unless you have an actual tie you are just gonna be a clansmen and those exist all over the great nations.]

The letter is received, Viper reads it over curiously, another member of the Uchiha clan, but this one is in the old land of lightning.
Curious why he is wanting entrance to Konohagakure no Sato when the Uchiha at this point exist all over the elemental nations, another Uchiha even ruling Sunagakure no Sato.
Alas he wishes to see something, if this boy is actually worthy to bear the name Uchiha that so many flaunt around due to its natural fear granting title.
He begins to write his own response;

"Dear Chishiki Tojidofukoto Uchiha,

Your letter was received and I will allow entry in to my borders, though there will be a condition.
Due to the current state of the world, you will have an Anbu escort at all times while in the borders of the Fire Nation.
This is not debatable, if you accept this condition I will have your escort waiting for you at the borders of the land of Fire and the land of Lightning, ensure that you bring this letter with you for without it you will not be allowed entry due to the possibility of false identities.

Viper rolls the scroll up and slides it within the holster of his messenger hawk and sends it off to Kumogakure no Sato.

Viper takes another scroll and begins writing another letter, this time addressed to the Raikage of Kumogakure no Sato.
Within the Raikage's scroll is a perfect photocopy of Chishiki's letter preformed through the Sharingans ability to copy hand writing.
On a separate section Viper writes his own words.

"Dear Kurisu,

Today I received a letter from one of your shinobi requesting entry in to my borders, a copy of his letter is written above.
Entry has been allowed and he will be in the care of an Anbu Black Ops members during his time in the Fire Nation, I wish to inform you however that upon entering the Fire Nation he is subject to my laws and the punishments that come with them.
Should he attempt to sneak away from his escort he will be treated as hostile and will be killed, I request you warn him of that for I will do what is required to ensure the safety of my people.

Upon finishing the second letter he attaches it to a second messenger hawk and sends it on its way to the chambers of the Raikage.
