A town has requested a Shinobi to attend to a town and investigate a collection of petty thefts, the thefts appear to be personal items with no real monetary value. They happen only at night. The thief has exceptional skill in staying unseen, though always leaves a calling card. The town is large, with a high population however most of the victims households are in poverty.
Locate and apprehend the thief and bring them in for questioning. Do not question the suspect yourself.
