This will have to be removed as ventriloquism involves the movement of the mouth in one way or another in order to create the sounds that you're looking to project.

'If the user has a puppet active, they may produce voices through it entirely through the vibrations of their chakra, and not need to move their lips even subtly.' howsabout that? gives a little explanation for the mechanics, and gives puppet users a unique treat?

From the concept of the technique, I have no issue with the function it provides in that you can mimic voices that you have heard although I would argue that the Sound Advanced Element would probably be a requirement. However, for a voice to be thrown and for certain sounds to be made you will have to move your mouth/lips. For example, trying saying 'Yo' without moving your lips. It wont sound the same, the sounds contained to your mouth so how do you plan on capturing the wavelengths generated by your vocal cords in order to be able to project them to a different location?

From the perspective of speech, for you to be able to project a phrase without generating the full wavelength of sound associated with it doesn't make sense and while you can introduce the concept of utilising chakra to generate the relevant vibrations, they will not sound as they are intended to unless they leave your mouth which in turn requires your lips to part.

You could quite easily obstruct your face while utilising this technique but not being able to move your lips just doesn't make logical sense in my opinion.

Even if you were to get the Sound advanced element, you would need to physically create the sound in order to be able to redirect the wave of sound to a different origin point.

Could you indicate the speed at which the voice moves to the new origin point, please. Perhaps corrolate it to the speed of the chakra threads as I assume that would be the method of delivery for the new sound location? As I'm sure you understand, sound travels as a wave length, the way I see this technique working is that it could effectively contain the wavelength and deliver it to a different destination before releasing it. Having the sound appear out of no where within a 15 meter radius doesn't make sense to me.

Edited to remove any mention of lip movements not being apparent. I'm not sure what to make of the advanced element stuff, but the technique is now pretty much in the realm of plausible IRL human achievement (note that the voice only 'appears' to originate from another spot) with a dash of ninja hypercompetence.
