"Lets all be realistic," Salzem said after hearing everyone else's opinions. "Tatsuya has the experience and the personality to become a good hokage. I shift my vote as well to him." Salzem smirked. "I didn't honestly believe that I would be hokage at this age any way. Just entertaining the idea." Salzem thought about the ways they could remove the current hokage from power. There could be many ways from digging up dirt on the hokage  to outright killing him, to just plain asking him with presented evidence to step down. All seem likely to fail and non assembled here are jounin or even hokage rank.

Kasai listened to everyone. More speeches, but also voting took place. He nodded at everyone's input, and accepted it all. 

However, with four votes (if I counted right) for Tatsuya, it appeared that, at least within this small group, he would be Hokage.
