What it does:
Similar to its prerequisite Chakra Scalpel, Chakra Squall envelops both of the users arms or weapons they wield with medical chakra. However it is refined by wind chakra, further sharpening its blade and transcending it from a blue to a green color. This blade extends 2 / 5  meters out from the user’s hands. 

Its fundamental usage is akin to Chakra Scalpel, allowing it to create cuts inside the body without piercing the skin. However its damage potential is optimized, giving it the ability to be carried with its wind chakra. When the user strikes the air with the Chakra Squall, a razor sharp projectile of medical and wind chakra soar through the air in the direction of the strike. If only one arm does so, the projectile will resemble a diagonal slice; while two will create an intersecting “X” shape. Each slice is .5 / 1 meter in width, and 10 / 20 meters in diameter. It travels from the user’s strike at jutsu speed and power. Its essence is so sharp that it is capable of neurologically severing limbs and sections of the body should it remain unchallenged, and if its power exceeds the health stat of its target. In this case, the target would receive damage equal to jutsu power but will also be incapable of using whatever portion of their body is neurologically severed by Chakra Squall. Should it be equal to or less than the health stat of its target, it will simply deal damage equal to jutsu power without its neurological severing effect. It has the capability of clashing with chakra and physical based techniques, winning clashes against techniques with inferior power and placing them on cooldown. When a clash is won, the squall will continue to soar through the air until it reaches the range of this technique. When a clash is lost, the squall will be destroyed. If a squall projectile is destroyed in this way, Chakra Squall will be placed on cooldown. Only one set of squalls may be fired as a projectile per post at the cost defined below.

Because the chakra squall acts as a barrier around the user's hand, it can clash more effectively against blades or be used for defense. Resultantly the user may choose from having one of two benefits from this technique. Either its potential can be maximized offensively, and along with the squall projectile the user will be capable of using the Chakra Squall attached to their arm or their weapons throughout this jutsu for basic strikes equal to jutsu power and at jutsu speed. When used offensively, the technique's range remains as 30/50 meters per rank. Alternatively this technique can be treated as a hybrid of offense and defense, where the user has the option to use the squall projectile but they will also gain a layer of DR which coats their body and has a pool equal to jutsu power. This DR applies only to the user's body and not any weapons or armor they may have equipped. When used in this method, the technique's range is reduced to 20/40 meters per rank.

Because of its multifunctional utility, please add an AP cost to sending the long-distance diagonal strikes.

I think if the techniques being used in both an offensive and defensive capacity then the range will need to be decreased when the hybrid mode is active. I had 15/35 in mind for the hybrid variation.
