Backstory: People in the Ninja World have always been fast, some fast enough too appear and disappear faster then the eye can perceive, then there's those special people, those capable of blinking in and out of reality before you're very eye's, as if teleporting, and they very well could be for all you know.

Appearance: The user blinks in and out of reality from the perception of other people, though in reality up until a point you're simply just moving extremely fast.

What it does:
Flash Step in concept is the user moving at a speed faster then the eye can perceive, appearing too teleport without actually doing so, in a way this can be considered a short range form of the Body Flicker technique that's useable for combat.

During a fight you have 5/7/10 Flash Steps at your disposal too use as you please, these steps can only travel up too 5m/10m or 15m, away from the original location you stepped from depending on its rank, you may use up too 2/3/5 in quick succession before waiting 2 posts too use more (Quick Succession being defined as in 3 or less posts.), while in combat a Flash Step is capable of avoiding a attack that it would place you out of range of, however if the attackers Speed Stat (Taijutsu/Weaponry) or the Jutsu's Speed (Ninjutsu/ETC), is higher then your own it will hit you out of the flash step.

Upon conclusion of a fight you're Flash Steps are restored 3/4/5 posts later.

What's funny is those were the original numbers i had given the tech, however i changed them because i thought "Perhaps it might be too weak?..."

Personally I'm unsure if this tech should still had a spec, it's highly based on the user's speed stat and isn't really a combat tech, however i'm applying the specialties anyway as i believe you'd know better then myself.
