Tsurara was sitting In the Northern Trading Company, sipping tea. As the wife of one of its junior members she enjoyed access to a number of rooms of the place. Placed on the table before her were documents of the former Tanbogakure facilities which she calmly perused. Much of the information was irrelevant to her task at hand, but it didn’t hurt to look. “…Jasmine Bridge. It used to be so peaceful.” She let out inwardly melancholic sigh.
She separated all the accounts with bandit attacks, from the ones that did not list them. 22 separate accounts of banditry.
“By the time we leave the village, we should at least be Genin so the bandits shouldn’t be a problem. Especially if we fight them in decently small groups. Though that only applies to us alone. As we traverse from vendor to vendor, there is a chance that the bandits will attack our existing vendors. Prolonged request to subjugate the surrounding areas perhaps. Which means the primary risk is exhaustion and stupidity” She takes a sip of her tea as she thinks this through.
“Lower physical risk, higher financial risk it is then. Well lets report it.” She gathers up the relevant documents, and thanks the clerk who assisted her with a nice smile.
Exiting, the building she makes her way toward the massive military base. Along the way she feels the heat of children running beside her. Their warm bodies as clear as a bright light in the dead of night to her. She touches her stomach as she watches them run by.
“In another life perhaps…”
Closing her eyes, she walks into the building. Making a sharp left inside she heads to the squad room for E rank’s like herself.
“Sir I have completed the analysis, may I proceed?”
The sir in question was a Genin, a G-1 by their headband and completely garbed in their military robe. Fully covered, their gender was a mere guess, facilitated by their higher body temperature and build. A guess that was not confirmed as they simply gestured her to continue.
“Reviewing my existing records, I have confirmed that the primary danger in this mission are simple brigands. I recorded 22 separate accounts of bandit attacks, several of which are located in Jasmine Bridge. However there has been no mention of these bandits utilizing jutsu of any kind, so Im confident the chance of encountering other shinobi is relatively low. A simple divide and conquer policy will allow us to pick apart bandit bands one by one with little issue. This places the risk of the mission relatively low, but the other vendors are at risk of collateral damage.” She paused for a moment, to give a chance for interruption. When none came she continued.
“The mission was already designated as long term, but with a number of bandits in the area, the chance the vendors will be attacked and killed is high. Even with prepayment if our clients die during our mission it will reflect poorly on the village’s reputation and cost us future profits. I suggest we demand they pay for protection and bandit removal, so we may remove future obstacles and protect our potential assets, as well as cover any long term costs for our stay in the land of rice. This concludes my evaluation Sir.” She says with a polite bow.
“And if they refuse to pay for these additional services?” The Genin asks, speaking for the first time.
“We simply wait for the banditry harassment to increase to the point they will be forced to accept our terms. Desperation will lead them to us.” She replies.
“And if another village attempts to sweep in and take these merchants from us?”
“The more powerful merchants have already moved to Hyoga, leaving very few behind. Its unlikely another village would judge these merchants worth antagonizing Hyoga, so it’s of my opinion we simply must wait.”
“Very well. Assessment accepted. See the far right desk to accept payment.”
“Yes Sir” With a polite bow, she would make her way to the other desk and collect her Ryo. Thanking the staff member, she would then depart.
