Backstory: Developed as very simple but effective technique, this jutsu allows dust release users to enhance their pre-existing jutsu with the power of Dust Release.

What it does: After forming the handseals, the user must activate a non-elemental or Dust ninjutsu. If this condition is met, this technique will be activated.
The user may add a total of 20/30/50/70 to the power or speed of a targeted jutsu. The user can split these points between these fields as they like. This buff is permanent and remains in effect until the end of the targeted jutsu.
Additionally, the targeted jutsu gains properties of Dust release. Things damaged by this technique disintegrate completely, leaving behind only very small amounts of dust. Any damage done by the amplified jutsu cannot be regenerated unless through a Medical technique of a rank and power equal to or greater than that of the amplified jutsu causing this damage. Any limbs or other body parts destroyed by the amplified technique also suffer from the same restriction if they were attempted to be regrown. Also, when targeting jutsu, the amplified technique will clash with the targeted jutsu’s health stat, not power stat. If a targeted technique lacks a health stat, the amplified technique will clash with the opposing technique’s power stat before any debuffs, masteries, amplifiers, or other bonuses (positive or negative) were applied.

Some issues with this tech after discussing it with the rest of staff if the ability to give all of the techs of those non-AE elements the effects of Dust. So I'm going to have to ask for mentions of amplifying and giving the effects to Earth, Fire and Wind techs to be removed and to make this simply a Amp that works for Dust Release techniques.

I'd like to keep the ability for this amplifier to give dust traits to non-dust techniques. Removing non-elemental trait-giving massively narrows the scope of the technique, simply due to the number of dust release techniques. All future dust release techniques will likely be made with the element's traits in mind, meaning that the trait-giving won't be too effective for future dust release techniques. In terms of previously made dust techniques (which would be the main group of techs benefiting from trait-giving if this tech were to be limited to dust only) there are only 3, one of which would receive no benefits from the trait-giving in the amplifier. Essentially, removing the ability to give dust traits to non-dust techs would make the second part of the amplifier only useful for a handful of techniques.
Since I'd like to keep the ability to give dust traits to non-elemental techs, I have a few ideas to possibly balance it
-Remove one of the secondary effects (meaning the tech only gives health stat targetting or anti-regen)
-Limit the ability to amplify non-dust techniques to the A/S rank version of this tech
-Have an increased AP cost when effecting non-elemental dust techs
