What it does:
The dragon exhales a mighty roar heard by all surrounding it within its range, 10m/20m/25m/35m in all directions within a 360-degree sphere. 2/2/2/3 targets within range, who can hear this technique, are paralysed out of sheer terror, for the duration of the Jutsu. A strength check must be made, exceeding the power of this technique to resist paralysis. Alternatively, Genjutsu release by another being can nullify the effects of this technique.

Any hostile paralysed for three rounds by this Jutsu will be rendered unconscious for the remainder of the thread, unless awoken with Genjutsu release by another. This Jutsu uses the caster as the centre point of its range, moving with the caster for the entire duration.

When cast at S-Rank, hostiles are forced to close their eyes for as long as they are affected by the Jutsu.

Okay, so specify the range of the roar whether it be radius or diameter. However the biggest thing is that the genjutsu needs to have a strength check for the Genjutsu's paralysis part of it. Other then that then this does seem to be pretty alright.
