Backstory:
A supplementary technique zaled developed that went within reason to counteract most sensory based techniques. The truth was that with every technique there was the need to be a simple countermeasure, An anti thesis devised by his own gauge technique. This he utilized with a simple means to cloaking his being with his know how in counteractive sensory, essentially making even a sensory technique seem all but useless, and dojutsu like his similar to his own sharingan ineffective.
This would make it seem as any of his chakra creations in reality were not there, and any information about him gathered via jutsu inaccurate. So by combining wind chakra and the aspects of wind this removes the ability to detect the full scope of the users plans, and jutsu. A terrifying and useful tactic. And useful for setting up, springing, and applying traps. While faking incompetence as a failed shinobi, or untrained.
But at a cost forgoes the combinational power of even genjutsu, creating clones, and the potential of collaberating with genjutsu techniques.
While conditioning opposition through his means of trickery to remain unpredictable of what is hidden, allowing him to control the pace of combat. This use of misdirection and applying hidden methods would effectively drive opponents to second guess their approach, or face unknown conciquences.
Appearance:With chakra vision, or sensory technique the user would appear even using or weaving seals as if nothing has occurred, While adding an extra layer of deception by effectively looping the seals seen, and masking the users actions. While the users chakra, and even unique dojutsu, and keen senses would not detect the changes physically, or within the chakra would create even up close. Only through high level sensory would the user's techniques truly show themselves, and their effected eviornments.

What it does:
Once the seals are completed the user will be cloaked in a transparent cloak of chakra That mingled with space-timw energies, and wind chakra. This cloak will simmer slightly to the naked eye, although this indication that the user is doing something is only detectable.
While in use the user cannot cast any new shadow clone techniques, or varients, nor can the user use any additional invisibility like jutsu. At a cost equal to this jutsu cost the user can swap between the cloak forms. Although only 1 time per casting of this jutsu.
limitations
Once this jutsu ends, any techniques, or area effects cloaked by this and their aftermath, (changed terrain, areas effected, etc) will be fully revealed. Neither this technique, and techniques affected by this jutsu can be amplified by amplifier techniques (gain bonus stats), and ignore elemental advantages, but still affected by elemental disadvantages (if any) posessed by both this jutsu, and said technique. (simply put affected techniques suffer the wind disadvantage vs fire) shadow clones (and varients), and Genjutsu of any kind, method, or specialty combination cannot be combined with this jutsu, or it's varients.

While active the natural stimuli and sensory feedback thanks to the space-time specialization being mixed applied will allow the user to further enforce the facade by looping certain actions that were used by the user in a post. So targets looking at the user will see if the user choose to the looping of certain actions. like seals being woven, or weapon motions being used. The user can choose up to 6 physical actions that will be seen, such as hand seals that the user knows, taking a step, or drawing a weapon/ hand or arm motions. These will be the physical actions seen by thoes observing the user. While hiding any actions the user uses as a means of misdirection. This includes if the user spoke truthful words, or even clapped at certain intervals. In this case this hides the users seals or drawing of weapons behind these actions, so long as the user only preforms these actions alone under 6 actions. Any more used the users most recent action will be seen.
The truth behind these actions will be unable to be detected by dojutsu, or sensory jutsu that posess a less then or equal power stat then this jutsu's power stat. A sensory technique that fails to detect this or dojutsu used to observe the user or their actions will be subjected to the anti sensory aspect of this jutsu, preventing the target for 1 post and any new sensory jutsu from picking up the users actions or jutsu. This masks anything infused with the users chakra by the user making them seemingly vanish. in other words the user will be unable to be sensed/ perceived for 1 post.

external jutsu invisibility
The second option when casting this jutsu lies under jutsu invisibility.
To the basic 5 senses via sight, hearing, taste, smell, and touch, and chakra sensory skill/jutsu. Any newly casted jutsu the user utilizes can be optionally cloaked by this jutsu at a cost equal to the techniques cost. The cloaked technique will be unable to be seen, or even sensed in any shape or form, and infomation gathered on these jutsu for informal/copying purposes will be disabled. Regardless of the base enhanced sensing capeabilities of a dojutsu or a bloodline ability to use improved senses. thanks to the mixture of wind chakra supressing both scent, sight, and sounds, while the space-time chakra will limit the full detection range to 5 meters.
This impacts all save for the user who can see/ sense their techniques perfectly fine. This stealth state lasts until an individual/creature is within 10 meters away from said technique(s) affected by this jutsu. This includes the likes of: fields, area of effects, and even clones/ constructs, and extends to the environment affected by the jutsu in question, such as fire burning leaves, or wood, flesh, or even touch based stimulation such as feeling the earth shaking, breaking apart, or motion.
To clarify it would appear through natural stimuli, and sensory based jutsu with a lower power stat then this jutsu, as if nothing was occuring, implying even jutsu falsely failing to a degree. Therefore can be played off by the user as a show of incompetence. However, this facade is only impactful so long as it involved the users chakra being used to mold, or used with a technique until either contact is made even in the effective area, or entering the 10 meter detection range. The users physical body, and even objects non infused/ enhanced by an enhancer will still be visable.
Only 1 technique can be targeted at one time in a single post. Each post the user can choose to cloak 1 newly casted technique. Should this occur the jutsu that were previously affected will appear/become detectable revealing themselves at a speed equal to the affected jutsu's speed stat. While also reducing the active duriation of this jutsu by 1 post per 1 technique(s) impacted past the first jutsu cloaked. Only a maximum of up to 3 jutsu can be cloaked by this jutsu per casting.
A sensory technique that fails to detect this or dojutsu used to observe the user or their actions will be subjected to the anti sensory aspect of this jutsu, preventing the target for 1 post and any new sensory jutsu from picking up the users actions or jutsu. This masks anything infused with the users chakra by the user making them seemingly vanish. in other words the user will be unable to be sensed/ perceived for 1 post. This effectively "masks" the user from being detected by new jutsu, and natural stimuli for 1 post, before any new sensory techniques can be used to detect the user, and their creations.
(This eviornmental cloaking effect is simply due to the ability to mask both the area, and its impacts with the same stealthed chakra, preventing one's senses, and even chakra sensory from directly noticing the effect in use. Meaning if a healing jutsu was used, the target would only see a wound still, or if the user weaved a seal the seal . This will maintain the stealthed status, however, this is undone as soon as something even an object interacts with the effected eviornment/jutsu, see below in "A means of detection", and "cloaked technique clashing".)
A Means of detection
Through careful deduction A living target after directly looking at the user for 1 post Will be able to tune into the users deception with this jutsu. This will indicate to only said target that the user used something abnormal. Therefore revealing to 1 of the 5 senses (if applicable) to what is being concealed. While revealing the eviornmental effects. The target must be within 15 meters from the user for this deduction to work. The addition is that the looping actions will be unable to be deduced.
Otherwise if said sensory jutsu posesses a equal, or greater power stat then this jutsu, the affected jutsu by this technique will be visable, and detectable via even the eviornmental effects for as long as said jutsu remains active.
cloaked jutsu clashing
When clashing of jutsu occurs. The cloaked jutsu is partially revealed from the affected point of contact whenever a clash occurs between the cloaked jutsu, and another chakra based jutsu, or an object like a weapon. (this occurs regardless of said jutsu/ object posessing lower, equal, or greater in power stat then this jutsu.) The cloaked status on the affected part in the case of a clash being won, the cloaked state will not return to said jutsu, and any eviornmental effects are revealed. However, the visual cloaking will be maintained on other parts that were never involved with the clash. However, if the technique is cancled out. by an equal, or greater technique/object the cloaked status is fully dissapitated on the affected jutsu, and the full jutsu is revealed.

I appreciate the 2 techniques being targetted dynamic however in it's current state and with jutsu rotations in consideration this is too powerful.
Can you consider changing it to impacting a set amount of techniques before going on a cooldown as opposed to the effect being moved/transferred, etc.
This section lacks clarity. Are you saying that the technique also conceals environmental impacts of your technique to which I would say how exactly is a sensory technique doing something typically reserved for Genjutsu?

added the following to further smoothen out the cloaking.

for this the swapping of cloaking only applies to newly casted jutsu, and in exchange simply reduces the duriation of the jutsu impacting how long this occurs. powerful yes, but with a diminishing duriation overall, this can end as shortly as the following post,or even the 3rd post if not careful.

added the parenthesis portion where it is to maintain the cloaked status. ,and added any clash via chakra, or objects will reveal the eviornmental effects. plus it is covered in cloaked clashing.
My reasoning As such the very effect unlike genjutsu requiring AP to break out. *Hence it's gimmick*. This allows the user to purposely cloak such effects. and as such regardless of the hiding of cues to the users plans. This is easily undone by paying close attention, and throwing out something to say "spring a hidden trap" (this why it will not work with a genjutsu in the first place from a practical, and mechanical sense as well. Because you cannot just throw a pebble to disperse a genjutsu.)
Genjutsu requiring deduction, and a full technique/abilities designed to release a target. This requiring even a simple thing. Even a technique, object, or even a simple pebble being tossed to reveal the deception, more options, and more ways to reveal deception.
in otherwords just like you can just rip off a blindfold to stop your vision from being blocked, it is the same for this where even by throwing an object, or by clashing with said affected jutsu, removes said facade. in other words unlike genjutsu requiring you to deduce and release, with this you only gotta throw something, or clash with the affected technique to reveal the effected eviornment.
