Satoru arrived at the borders. He was dressed in the previously described attire. He continued forward, making his way into the inside of the Dimensional Interdiction Barrier. Once two meters inside of the barrier, he performed 10 hand seals, teleporting back into the interior of the village, having previously been granted access to the village and therefore not brute forcing the tempest wall, he would not be impacted by its effects.

The 10 hand seals would be followed by the chakra covering his entire body before teleporting him into the confines of the village at a location that he had previously marked with a Kunai. As soon as he appeared at the relevant location, he kept it moving as if nothing had ever happened.

Hello, after reviewing the situation, the verdict is ready.

While this upgrade is active, it forms a spherical 'bubble' around the village that extends two kilometers outside its borders. 

Satoru teleported to a kunai outside the bubble, then physically made his way through it. Once inside, he teleported to another mark he had placed previously. As the village upgrade is written, he can freely teleport further in. For reference -> "No Space/Time techniques, such as teleportation, dimensions, etc., can be used to enter or exit the space covered by the bubble, but they work as usual once somebody is inside - you cannot use them to enter or exit." 


Due to the above, the actions of Satoru Jogu in this topic are legal, and within the scope of the rules, so the exit is approved.
