Appearance: The user opens their mouth and whistles in a variety of different tones and pitches

Backstory: For many years, hand seals were considered the best, and indeed only way of molding ones inner chakra in order to perform various techniques and abilities. Though in today's modern era of shinobi perpetually trying to rid themselves of that one weakness of the shinobi arts, it was discovered that there were more methods of molding ones chakra than just hand seals.

Effect: The user of this skill gains the ability to perform techniques by whistling in specific tones and pitches. There is a specific whistle corresponding to each hand seal, meaning that it is not one continuous tone. This whistling can also count for various alternative hand seal activation methods like clapping or technique specific seals. Each whistle tone takes roughly the same amount of time to perform as the hand seal it mimics, and can be done up to user speed. This whistling cannot be performed if the user is gagged, muted, paralyzed, or restrained in such a way that they would not be able to speak or whistle.

Each hand seal performed in this way costs 5 AP per seal.
