Backstory: Tobirama Senju originally devised a technique known as the Flying Thunder God to combat the Uchiha Clan's Sharingan. As its creator, Tobirama's skill with this technique, combined with his natural speed and reflexes, led him to be hailed as the fastest shinobi of his time. Due to his exploits with this technique, Minato Namikaze gained the moniker of Konoha's Yellow Flash. Minato most commonly applied the formula in advance to his special kunai, which he would scatter all over the battlefield when a fight commenced so that they could be teleported to at any time. Using such tactics, Konohagakure even proved victorious in a battle against Iwagakure during the Third Shinobi World War, despite already being vastly outnumbered.

What it does: Flying Thunder God allows the user to place seals on objects/people in contact with their hands up to two posts after making the requisite hand seals. These seals are permanent but can be destroyed (Fuinjutsu Breaking cannot be used to destroy this technique, as it is a Jutsu Marking, not Fuinjutsu). The user can make unlimited seals; it costs 50 AP to place a seal, paid upon seal placing, not the weaving of hand seals. The technique-specific seals vary in size from as small as an inch in diameter to a foot and carry the chakra signature of the person who placed them. While this jutsu technically has a global range, it has three distinct 'modes' that work quite differently:

Short Range
The short-range model is limited to teleportation to seals within 50 meters of the user and requires no hand seals. When moving to these seals, the user disappears from their position at a speed equal to their Chakra Stat and reappears, touching the seal they chose to travel to. The first time this is used in a thread, it costs 25 AP, while each subsequent use in the thread costs an extra 10 AP stacking with the previous cost (i.e., 1st cast: 25 AP, 2nd cast: 35 AP, 3rd cast: 45 AP and so on). This cost ramping resets at the beginning of each thread.

Long-Range 
Long-range is slightly different and counts as any seal more than 50 meters from the user and requires them to form the Seal of Confrontation to activate. Traveling to these seals costs 100 AP and requires the user to remain stationary before disappearing at speed equal to their Chakra Stat. The 100 AP is paid upon activation of this form of teleportation, meaning that if the user moves an appreciable amount, then their teleportation attempt is canceled, AND they lose the AP. If the user fails to teleport due to moving, this feature cannot be used for a further 2 posts. For clarity's sake, 'an appreciable amount' refers to stepping in one direction or another from when they started channeling. It does not include one's breathing, heart beating, talking, or the like. Interestingly, while conducting, the user's chakra flares enough to be noticeable by those with the proper sensory abilities. 

Flying Thunder God Mutually Instantaneous Revolving: this grants the user the ability to switch positions with ONE other person who has been marked with a FTG seal. For this to work, the other person has to accept being marked with the seal, and both people willingly have to be within 50m of each other. This feature costs 100 AP and has a 2 post cooldown after each use.

NOTE: Other people may be teleported alongside the user or in the user’s place so long as they are in direct physical contact with the user. This costs an additional 30AP per person teleported on top of the normal cost.
