Backstory: The more she trained, the more she learned the strength of the Otterbrook clan. They taught her everything they had available, and now it was time to give back. Putting her focus on the stories of the great Otter/beaver war, She worked on creating a technique that she could use to defend herself and those she cared for, and eventually teach to her summons to help strengthen their position within the clan. Following what she'd learned so far, She found that the strength of suiton was more than enough to weaken the resolve of lesser ninja, and so this technique was born.
Appearance: A roaring wave of water 3m long, 3m tall and 1m thick that shifts at her wim, defending those in trouble.
Handseals: rat. Dog. Confrontation. Rat. clap.
Duration: 3 posts
Cooldown: posts used +2
Range: 10m

Stat Boosts:
What it does: User pours a stream of water from their mouth that creates a wave that spans 3m tall and 3m wide but only 1m thick. The wall flows to and fro at the user's whim, turning or curling inward to make a line, dome, or any other shape the user chooses at jutsu speed. The wall defends the user, protecting them from techniques that do not break it's health as per jutsu rules and stopping weapons, items, and enemies from passing through the technique. a technique that breaks the wall will have it's power reduced by a flat 50 for the duration of said jutsu. Breaking the wild water wave puts this technique on cooldown.
The user's techniques, items, and equipment(including puppets) may pass through the wall with no issue as they are either actively being wielded by the user or are infused with the user's chakra.
For the purpose of effects that absorb or cancel jutsu, the health stat is used in cases where power is required. This jutsu, having no power, does not do damage.

Hello Saya! I'll be trialing your technique tonight.
Firstly, I'd like to ask that you add an additional hand seal to fit in with A-Rank Technique Guidelines.
Additionally, AP Activation will need to be increased by 5 to keep with increased power technique guidelines (Found on same document)
Thickness described in the appearance section and "What it does" section are contradictory, and will need to be standardized (Either 1 meter or 2 meters)
You will need to set a maximum distance from its spawn point that the technique can travel, in addition to being unable to spawn within 5 meters of another character
Post duration will need to be lowered to 3 posts
You will need to add a power to the jutsu (This does not serve as the value that an enemy technique is debuffed by, but it does count for "clashing" purposes)
Finally, I ask that this technique go into cooldown and disappear after debuffing a jutsu

all edits made or fixed asside from clause saying it goes on cooldown and disappears after debuffing 1 jutsu. requesting second opinion!
There are a handful of examples both in cannon index(currently needing revamp for other reasons) or that have recently been revamped(also because they did not apply to a different rule change) that have an aoe aura or radius where anything that enters gets debuffed for the duration. this includes Tearing earth turning palm(prerevamp) which reduced the speed of all targets until it was allowed to either reduce speed OR do damage, and overwhelming presence currently in the jutsu directory as approved(but ive been told needs to be pulled for edits because of a different rule change).
The issue with adding the clause is that fuinjutsu gets the entire effect of this jutsu in a 20m radius as a secondary effect with seal of absorbtion which can fully absorb a jutsu but if the offensive jutsu's power is higher instead debuffs that jutsu. if a debuff tech can only activate against one single technique, it is only worth the after affects of the fuinjutsu variant cannon technique ^^'

Yeah... no, there's a reason that every example you've provided is out of date. Seal of Absorption, unlike yours, breaks upon use, meaning the user then needs to place it again before they can even activate it. Please make the edits that have been requested
