What it does: This technique applies a seal to a person’s body that can later be activated at a cost. Once activated, the seal forms a barrier around the user’s body at jutsu speed, covering their armor and weapons and any other belongings they are making physical contact with. This barrier defends the user against debilitating chakra/vigor origin effects, specifically Debuffs and Stat Checks. If a technique is a Debuff or Statcheck with damage-dealing properties, only the debuff/stat check part will be stopped with damage dealt with the caster as it normally would. While the barrier is active, the user is unaffected by any Stat Checks or Debuff with lower power than the barrier. If the barrier and the opposing debuff are of equal power, then the user of this technique will only experience half the numerical amount of said debuff. This barrier is only visible to those with a chakra seeing dojutsu.

So if the barrier debuffs the remaining power, that is at the base power of the attack correct? If one scales this from their vigor is that at base as well? Also please explain "Barrier does not work against Genjutsu techniques, although they cannot break the barrier either."
