First thing I'm confused on is the cooldown - please explain that.
Can be used as a reaction to block opposing tai maneuvers if the power of user's manevuer is higher. - That is asking for 2 jutsu in 1 an offensive and defensive tech.
This is a minimum C rank tech that requires words to learn and the action cost would need to be doubled to 20 so that the half AP is 10

Edits made, nixed the blocking portion of the jutsu, made the cooldown the amount of punches + 1
